Consensus Deselection Weighting

HIP 73 proposes a new chain variable to improve the performance of the current Helium L1 and enable quick removal of low-performing Validators from the Consensus Group (CG). Specific details on how this would work are in the HIP but the outcome of this change would enable better performance of the chain when underperforming validators are elected into Consensus, thereby improving block production, Proof-of-Coverage activity, and overall stability of transaction processing. Code for this change is available for review by the community and has been reviewed by the Helium Core Developers. The chain variable gating this change will be activated shortly after HIP approval. We will consider this proposal as approved if it passes with 2/3 of the vote power by the deadline.
